Scandal hit embattled KeRRA DG Philemon Kandie in office despite court order.

All is not well at the Kenya Rural Roads Authority (KeRRA).

The Director General Philemon Kiprop Kandie who was thrown out of office by the Courts last month has reportedly resumed office and is carrying out his daily duties.

Staff are confused on how to deal with the DG and some have said that they will go to court to have all decisions and documents he has signed declared null and void.

On Tuesday, they kept on calling several media outlets complaining that the DG who was thrown out of office has disobeyed court orders and is back in office.

On 30th June Kandie lost a bid to have an Appeal court grant stay orders to have him serve as the appointed Director-General of KeRRA.

Kandie moved to the court of appeal seeking orders that he be reinstated in the office following a High Court decision that quashed a Gazette Notice that appointed him.

Judges H. Omondi, John Mativo and Ngenye Macharia ruled that to allow an individual to earn a salary when the process of his appointment is put into question compromises the sanctity of a transparent recruitment process and would militate against the public interest.

The judges said Kandie did not convince them that he would be prejudiced by the process as he is already recruited on a five-year contract.

On Tuesday 4th July, KEERA posted on its facebook:

“KeRRA team led by the Director General Eng. Philemon Kandie, MBS today received officers from Equity group holdings led by Samuel Makome the Group Chief Commercial Officer to discuss issues of mutual benefit,”.

The post was accompanied by pictures of the DG and his guests.

On the same day, he also chaired a management meeting at KeRRA offices which reviewed the 2022/2023 performance contract.

“He has been telling those who are asking him why he is violating the court order thatr he has protection from Transport CS Kipchummba Murkomen and the President. He says he will not be cowed,” said a staff who sought anonymity.
